We are looking for a justice of the peace to perform a quick/cheap cermony. Just the two of us, nothing fancy. Any and all suggestions would be appreciated.

Call the Chamber of Commerce in that area, I am sure they can help or at least point you in the right direction.

We live in Little Rock and were thinking about Hot Springs ourselves, we won’t tie the knot till next year, but we were thinking in or around the park, where the hotsprings actually is, you will have to contact the court house in HS to get more info.
